A flood is a natural event. This film focuses attention on the nature of floods and how their devastating effects can be avoided, or at least minimized. A government program called the National Flood Damage Reduction Program is aimed at discouraging further development of the flood plain. The film emphasizes the importance of finding out where the flood risk is so that any development carried out is compatible with the known hazard.
