This documentary lays bare the idiosyncrasies of bureaucracy, whether in Canada, Austria, Hungary, the Vatican, or the Virgin Islands. It also attempts to make the functioning of the public service more comprehensible. The absurdities of bureaucratic behaviour are exposed with humour and irreverence.
