A film that looks at two kinds of protest demonstrations. Filmed during the 1971 federal-provincial welfare ministers' conference in Ottawa, it shows militant and non-militant protests and the degree of government response to each. The title is from a comment by one of the protesters referring to the people who run things on Parliament Hill.
