This is a portrait of a small Ontario town and its efforts to attract new industries and people. Napanee, a pleasant old town near Lake Ontario, is shrinking when it should be growing, a fact that is cause for concern for civic leaders and many townspeople. Reasons are aired from many points of view and will provide topics for discussion in communities where similar problems exist.
